Virginia’s new 31st State Senate district encompasses parts of Loudoun County and parts of Fauquier County. With over 164,000 registered voters, this is a competitive district that does not lean one way or another.This election will be held on November 7, 2023. Democratic candidate Russett Perry and Republican candidate Juan Pablo Segura are facing each other in the general election for Virginia’s new 31st State Senate district.Democratic candidate Russet Perry was raised by her mother and father, a public school teacher. Perry is a Georgetown University Law Center graduate. While there, she worked in the Georgetown Law Domestic Violence Clinic. She was a prosecutor in the Loudoun County Commonwealth’s Attorney’s office and a CIA officer. During her time in the Loudoun County Commonwealth’s Attorney’s office, she served on the Mental Health and Drug Court Dockets. She lives in Round Hill with her husband and children.
Russet Perry is a strong advocate for women's rights and believes in equal treatment for women in all aspects of their lives. Perry believes in protecting a person’s right to make decisions about her own reproductive health care and will fight to ensure that Virginia does not ban abortion. She also believes in equal pay for equal work and closing the gender pay gap. Perry believes that no one should have trouble accessing contraception and that the government should provide viable alternatives and support for people facing unwanted pregnancies.
During her ten years as a prosecutor, Perry helped establish a mental health docket and revitalized the drug court docket in Loudoun County. She believes in a fair criminal justice system that treats everyone equally, regardless of their background. Perry supports evidence-based solutions to reduce recidivism and ensure that individuals who have paid their debt to society have the resources needed to become fully engaged members of society. She is committed to investments in the criminal justice system that produce the best and safest outcomes for all parties.
Russet Perry is the daughter of a career public school teacher and understands the importance of education firsthand. She believes that every child should have access to the same opportunities, regardless of background, race, gender, orientation, religion, income, or social status. She advocates for safer schools, fair wages for teachers, and incentives for college graduates to teach the youth. Perry supported Virginia Democratic legislators’ budget that included one billion dollars of funding for public schools.
Russet Perry recognizes climate change as a significant threat to us and our children and is committed to fighting against any efforts to diminish the progress Virginia has made in recent years. She aims to make Virginia a leader on environmental issues by creating good-paying clean energy jobs, reducing greenhouse gas emissions, supporting clean air and water, and preserving open spaces. Perry prioritizes the conservation of land, clean air, clean water, and historic buildings. She will work to protect these resources and empower local farmers by ensuring they have the resources they need to protect their livelihoods.

Juan Pablo Segura is a native Virginian and entrepreneur whose campaign has been embroiled in controversy after controversy. He has aligned himself with anti-abortion politicians and organizations. He penned an op-ed promoting his support of an anti-trans bill.
