Each district elects a representative to the House of Representatives for a two-year term. California has 53 congressional representatives, the largest delegation in the country. There is no term limit for this position.
The District
California’s 7th Congressional District includes parts of Sacramento, Yolo, and Solano Counties. Democrats typically hold this district. Of the registered voters in this district, 18% are Republican and 52% are Democrat, and the district’s demographic breakdown is 20% Latino, 21% Asian, and 13% Black. After the 2021 redistricting process, CD-07 is 4% less Democratic than it was during the 2020 general election cycle. The most recent election results show that CD-07 voted for Biden for president in 2020 by 43 points and Newsom for governor in 2018 by 31 points.
The Race
There are three candidates running for this seat, including Democrat Incumbent Representative Matsui, Democrat challenger Jimmy Fremgen and Republican challenger Max Semenenko. Matsui’s campaign has raised over $700,000 and is not funded by police money, but is funded by corporate PAC, real estate, and fossil-fuel money. Both opponents have raised less than $40,000 each, mainly from individual contributions.
The Recommendation
Rep. Matsui, a former deputy special assistant to Bill Clinton, grew up in California’s Central Valley. According to campaign materials, Rep. Matsui is running for reelection to continue to create jobs, improve economic security for working families, and ensure access to affordable, quality health care. Rep. Matsui won her 2020 reelection against a Republican challenger by 46 points.
Rep. Matsui’s priorities for CD-07 this year have included 28 bills about broadening health insurance coverage, reproductive rights, and addressing wage discrimination, all of which have successfully passed the House. Two have passed the Senate and been signed into law. She currently sits on the House Energy and Commerce Committee and several subcommittees. This year, Rep. Matsui has voted 100% of the time with Nancy Pelosi and 94% of the time with Alexandria Ocasio-Cortez.
Prior to her election to Congress, Rep. Matsui served as board chair for the KVIE public television station in Sacramento, as well as in leadership roles for the Crocker Art Museum, Sacramento Children’s Home, and the Sacramento Symphony Orchestra. Rep. Matsui was a volunteer for Bill Clinton’s 1992 presidential campaign. After his election, she served on his transition team before becoming deputy director of public liaison, working on, among other tasks, outreach with Asian American communities. She is a longtime supporter of reproductive rights, net neutrality, and the arts.
Rep. Matsui is not a member of the Congressional Progressive Caucus, but has the endorsement of many progressive groups in the district. Based on our analysis, Rep.
