Reelect Congressional Representative Ami Bera to keep CD-6 on the right track for progress.
The Position
Congressmembers represent and advocate for the needs of their district constituents at the United States Capitol. They are responsible for creating, debating, and voting on legislation that addresses issues within their district.
The United States is divided into 435 congressional districts, each with a population of about 710,000 individuals. Each district elects a representative to the House of Representatives for a two-year term. California has 53 congressional representatives, the largest delegation in the country. There is no term limit for this position.
The District
California’s 6th Congressional District includes parts of Sacramento County. Democrats typically hold this district. Of the registered voters in this district, 27% are Republican and 43% are Democrat, and the district’s demographic breakdown is 17% Latino, 11% Asian, and 11% Black. After the 2021 redistricting process, CD-6 is 5% more Democratic than it was during the 2020 general election cycle. The most recent election results show that CD-6 voted for Joe Biden for president in 2020 by 18 points and Gavin Newsom for governor in 2018 by 11 points.
The Race
There are seven candidates running for this seat, including Democrat Incumbent Representative Ami Bera, Democrat Mark Gorman, and five Republicans. Rep. Bera has raised $843,000 and has received donations from police, fossil fuel, and real estate interests. Gorman’s campaign has not submitted any fundraising receipts to the Federal Election Commission.
The Recommendation
Rep. Ami Bera, a physician, is a first-generation Californian. According to campaign materials, he is running for reelection to continue to contribute to collective leadership on health care, veterans’ services, and economic growth. Prior to redistricting, Rep. Bera represented CD-7 and won his 2020 reelection against Republican Buzz Patterson by 14 points.
Rep. Bera’s priorities for CD-7 this year have included 18 bills about health care and international affairs. Of these, nearly all are currently in committee. He currently serves on two committees: Foreign Affairs and Science, Space, and Technology. He co-chairs several caucuses, including California Public Higher Education Caucus, Congressional Caucus on Korea, and Diplomacy Caucus. This year, Rep. Bera has voted 100% of the time with Nancy Pelosi and 94% of the time with Alexandria Ocasio-Cortez. In contrast to Rep. Ocasio-Cortez, Rep. Bera has supported the Bioeconomy Research and Development Act, designation of the Pulse Memorial for mass shooting victims in Florida, and the INVEST in America act.
Prior to his election to Congress, Rep. Bera had a long career as a medical doctor in several California health systems. As a member of hospital leadership, he used his influence to create more efficiencies in clinical-care management to improve the experience of patients and their families. He used his knowledge of the clinical and administrative sides of the health-care system in his role as chief medical officer for Sacramento County, where he worked to improve care and reduce medical costs for residents. He is a longtime supporter of streamlining health-care services, and has leveraged his medical knowledge as a legislator. Rep. Bera has routinely been criticized from the left for his willingness to compromise with Republicans, even on policies that prove detrimental for his constituents. For example, he supported Republican legislation that removed $20 billion from SNAP benefits while representing a district in which more than 23,000 households rely on nutrition-assistance programs. Additionally, Rep. Bera’s father was sentenced to a year in prison for federal campaign-finance violations after he funneled funds to contacts to donate to his son’s 2010 and 2012 campaigns, then repaid donations using campaign accounts.
Rep. Bera isn’t a member of the Congressional Progressive Caucus, and has instead joined the more centrist New Democrat Coalition. He has been endorsed by a few progressive groups, including California Labor Federation, NARAL Pro-Choice California, and League of Conservation Voters. Given Rep. Bera’s history of collaboration with Republicans, it is important that voters continue to hold him accountable to ensure that his legislative efforts remain in the best interest of his constituents. Based on our analysis, Rep. Bera’s track record and policy positions demonstrate that he will continue to be a leader for the constituents of CD-6 and will govern effectively in the best interest of this diverse district with greater community accountability.
