Depending on where you live, you may have one of the below State Senate races on your ballot.

  • Virginia’s new 31st State Senate district encompasses parts of Loudoun County and parts of Fauquier County. With over 164,000 registered voters, this is a competitive district that does not lean one way or another.

    Incumbent Democratic Senator Barbara Favola is running unopposed. Prior to her election as a state Senator, she served on the Arlington County Board of Supervisors for fourteen years (1997-2011) and chaired that body three times. During her service with the county, Senator Favola was the Board's leading advocate for children, youth and families, and her contributions to the community include establishing mental health services in public schools.

    Senator Favola’s priorities are women’s reproductive rights, health care access, K-12 education funding, workforce training, safety net programs, helping foster children, preventing domestic violence and sensible environmental policies. Favola sponsored numerous progressive bills including one requiring universities to create memorandums of understanding with local sexual assault crisis centers and to provide survivors with access to other community resources. She has also sponsored a Bar Bystander Bill encouraging bartenders and others who serve or sell spirits in an ABC licensed or permitted establishments to undergo training to help prevent risky situations from becoming sexual assaults. Lastly, she has been a leader on making higher education more accessible and affordable.

    Senator Favola is the progressive choice.

    Her Republican opponent is Arthur Purves. Purves is running because he disagrees with Senator Howell’s support for abortion rights, family life education, ratifying the Equal Rights Amendment and, gun safety measures. Purves is a staunch conservative and once wrote in an article that, “public schools are graduating ‘socialists’, or as the Fairfax School Board puts it, ‘global citizens’.”

House of Delegates

He volunteers by teaching literacy classes at Skyline Literacy and has helped raise money for Our Community Place. Finnegan currently works at the Institute for Innovation in Health and Human Services at James Madison University.

    Finnegan supports raising the minimum wage and establishing paid family leave for Virginia workers. He also supports increasing teacher pay and free community college and trade schools. He wants to raise the minimum wage in Virginia and repeal the so-called “Right to Work” law. Finnegan wants to end voter disenfranchisement, cash bail, pre-trial detention, and the privatization of prisons. He believes in affordable, accessible health care and he wants to protect Medicaid expansion and lower prescription drug costs.

    Incumbent Republican Delegate Tony Wilt, Finnegan’s opponent, was elected to the House of Delegates in 2009. Delegate Wilt is a member of the NRA who opposes common sense gun violence prevention measures. He is vehemently anti-choice and has supported legislation that makes it more difficult for people to access abortion. Additionally, Wilt sponsored legislation designed to shame and stigmatize people who receive government assistance through the Temporary Assistance for Needy Families program.

Education is a priority for Cole as well. He wants to take steps to eliminate the school-to-prison pipeline, fund universal pre-K, and evenly distribute school funding. He supports the Equal Rights Amendment, raising the minimum wage, and protecting reproductive freedom. He worked with Delegate Kelly Convirs-Fowler on a fair housing bill and plans to continue this work if he is elected. He wants to improve the state’s transportation infrastructure, supports Medicaid expansion, and supports green energy.

    The 28th District is an open seat and Cole's opponent, Republican Paul Milde, is anti-choice. He said he would vote to reverse Medicaid expansion, which has allowed more than 300,000 additional Virginians to access affordable health insurance. Milde also opposes commonsense gun violence prevention legislation.

    Democratic candidate Irina Khanin is an immigrant who moved to the United States from the former Soviet Union 30 years ago. She is an attorney who is appointed to represent children in court. She is the mother of two children who attend Winchester Public Schools. Khanin is a board member of the Winchester Education Foundation. Khanin also believes in a strong democracy and has worked as an election protection attorney for three presidential campaigns.

    Khanin is a strong supporter of education who believes in increasing teacher pay and universal pre-K. She wants to increase access to quality health care and would protect Medicaid expansion. She also wants to take steps to combat climate change and make investments in renewable energy sources.

    Incumbent Delegate Chris Collins, Khanin’s Republican opponent, was elected to the House of Delegates in 2015. He is anti-choice and has voted to make accessing abortion more difficult. He is not supportive of our immigrant community and voted to prohibit sanctuary cities in the Commonwealth. Delegate Collins also opposes common sense gun violence prevention legislation and voted against the regulation of sales around firearms. He is also against raising the minimum wage and voted to prohibit localities from increasing the minimum wage.

    Irina Khanin is the more progressive choice in this race because of her support of healthcare access, universal pre-K, and increasing teacher pay.

    Democratic candidate Ann Ridgeway graduated from Old Dominion University with a degree in psychology. Ridgeway and her husband have been married since 1978 and have three children together. In 1997, they lost their six-year-old son in a car accident. After spending time with her family to help them recover and heal, she started a charity named after her son that provides financial support for recreational activities and esteem-building programs for children in Orange County. She now serves on the Orange County Youth Commission and the Orange County Youth Council.

    Ridgeway believes health care access is a human right and supports Medicaid expansion. She wants to revitalize rural areas by expanding broadband access and increasing job opportunities. Ridgeway supports combating climate change and making investments in renewable energy. She is also a gun owner who supports common sense legislation to prevent gun violence.

    Incumbent Republican Delegate Nick Freitas did not submit his paperwork to the state Board of Elections and therefore failed to qualify for the ballot. He has pledged to run a write in campaign. Delegate Freitas is strongly anti-choice and supports targeted restrictions on abortion providers, which are medically unnecessary restrictions designed to shut down clinics. He also opposes gun violence prevention legislation. Delegate Freitas supports school vouchers that take funding away from public schools.

    Ann Ridgeway is the more progressive choice in this race.

Randall has also increased teacher pay and implemented green energy policies. She is also passionate about finding solutions to the opioid crisis and helped to reestablish a county Drug Court, prioritizing treatment over incarceration.

    Former Republican Party of Virginia Chairman John Whitbeck is an attorney and proud Trump supporter. Ashburn attorney Robert Ohneiser, an independent candidate says he is running on the platform on lowering property tax rates, addressing traffic issues on Route 9 and Route 15 and improving coordination with Fairfax County to find lower costs for commodity materials needed by both counties.

    Because of her commitment to racial equity, environment preservation, and ending the opioid crisis, Randall is the more progressive choice in this race.

    Biberaj has been a lawyer in Loudoun for 25 years and a substitute judge for more than 11 years. She cares deeply about reforming the criminal justice system to prioritize prevention and reformative justice. She wants to tackle criminal justice disparities and seek justice for victims, reductions in racial disparities, and offer treatment, education, and job training to low-level offenders rather than jail time. She vows to work collaboratively with police so that our resources are directed to the most serious crimes against people, including sexual assault, human trafficking, and homicide.

    Deputy Commonwealth’s Attorney and Republican-endorsed candidate, Nicole Wittmann, has been a prosecutor for 25 years. Her platform does not discuss many progressive issues important to us such as mandatory minimums or prevention programs for at-risk populations.

Kannan and his family have been residents of Northern Virginia since the mid 90s. He attended Old Dominion University (ODU) to earn his masters degree in Accounting where he specialized in cost/performance management for service industries and did research on government financial management.

    He had a successful public accounting practice helping companies of all sizes improve operational efficiencies and tax functions. He worked for a global insurance leader in finance and performance management. Kannan now leads a team of operations professionals. His platform focuses on bringing transparency, innovation and accountability into the Treasurer's office.

    H. Roger Zurn, Jr., a Republican, has been Treasurer for 24 years. Zurn's public service dates to 1990 when he was elected to the Loudoun County Board of Supervisors to represent the Sterling District. Zurn was raised in Baltimore, Md., and is a graduate of the University of Maryland with a degree in bank management. He worked at several local banks until he reached the level of senior lending officer. He left banking to start a business with his wife before entering local politics.

    Hannah wants to replace Loudoun’s failed drug education programs and replace the ineffective D.A.R.E. program with one of the many more successful variants that are used across the country. He vows to implement extensive job training, GED, and higher education programs that will allow inmates to start a new life when they are released. Hannah also plans to minimize cooperation with ICE while maximizing public safety.

    Hannah will face incumbent Sheriff Mike Chapman in November's general election. Chapman is seeking his third term as the county's chief law enforcement officer. He has faced criticism for his role in advancing the county’s cooperation with Immigration and Customs Enforcement to detain and deport immigrants.

    Hannah is the more progressive choice.

    Hannah wants to replace Loudoun’s failed drug education programs and replace the ineffective D.A.R.E. program with one of the many more successful variants that are used across the country. He vows to implement extensive job training, GED, and higher education programs that will allow inmates to start a new life when they are released. Hannah also plans to minimize cooperation with ICE while maximizing public safety.

    Hannah will face incumbent Sheriff Mike Chapman in November's general election. Chapman is seeking his third term as the county's chief law enforcement officer. He has faced criticism for his role in advancing the county’s cooperation with Immigration and Customs Enforcement to detain and deport immigrants.
