California’s 41st Congressional District includes parts of Riverside County. Democrats typically hold this district. Of the registered voters in this district, 36% are Republican and 36% are Democrat, and the district’s demographic breakdown is 30% Latino, 7% Asian, and 6% Black. After the 2021 redistricting process, CD-41 is 5% less Republican than it was during the 2020 general election cycle. The most recent election results show that CD-41 voted for Donald Trump for president in 2020 by one point and John Cox for governor in 2018 by ten points.

There are five candidates running for this seat, including Democrat Will Rollins, Democrat Shrina Kurani, and incumbent Republican Representative Ken Calvert. Rollins is a former federal prosecutor who specialized in counterterrorism and counterintelligence. After clerking for two federal judges in California, he served as an assistant U.S. attorney, prosecuting white-collar financial crimes, before joining the National Security Division of the Department of Justice. He has worked on cases involving the illegal trading of missile-guidance microchips, Iranian sanctions violations, and a Port of Los Angeles attack by a QAnon following. Recently, he has been involved in the prosecution of some insurrectionists who were involved in the January 6, 2021, attack on the U.S. Capitol. Rollins pursued this work after being inspired to action by the September 11 attacks, and he has been continuously motivated by the very real and increasing threat of domestic extremism. His platform centers around issues of misinformation and division, highlighting democratic protections, voting rights, and campaign-finance reform alongside other urgent social issues, like gun-violence prevention, education reform, and expanding health care and abortion access.
Rollins has the endorsement of many progressive groups, including Inland Empire Labor Council, Equality PAC, and Progressive Turnout Project. He has also received the endorsement of many elected leaders in the state, including, Lt. Gov. Kounalakis, Rep. Adam Schiff, and Rep. Mark Takano.
