This district is considered to be a strong Latino seat in the California congressional delegation. After the 2021 redistricting process, CD-42 is 16% more Democratic than it was during the 2020 general election cycle. The most recent election results show that CD-42 voted for Joe Biden for president in 2020 by 46 points and Gavin Newsom for governor in 2018 by 44 points.

After losing his mother and stepfather to COVID-19, he has received national recognition for his administration’s aggressive rollout of the vaccine, which successfully prioritized teachers, frontline workers, and elderly community members, and resulted in an early reopening of Long Beach Public Schools. While his policy ambitions are progressive, he has a coalition approach to legislating, and encourages collaboration with local governments on nonlegislative solutions to social issues.
