Each district elects a representative to the House of Representatives for a two-year term. California has 53 congressional representatives, the largest delegation in the country. There is no term limit for this position.
The District
California’s 25th Congressional District includes parts of San Bernardino, Riverside, and Imperial Counties. Democrats typically hold this district. Of the registered voters in this district, 27% are Republican and 43% are Democrat, and the district’s demographic breakdown is 52% Latino, 3% Asian, and 5% Black. This district is considered to be one of the 16 strong Latino seats in the California congressional delegation. After the 2021 redistricting process, CD-25 is 3% less Republican than it was during the 2020 general election cycle. The most recent election results show that CD-25 voted for Joe Biden for president in 2020 by 14 points and Gavin Newsom for governor in 2018 by 6 points.

There are seven candidates running for this seat, including Democratic Incumbent Representative Raul Ruiz and Republicans Brian Hawkins and Brian Tyson. Ruiz’s campaign has raised $1,514,068 and is not funded by police money. He has accepted tens of thousands of dollars from pharmaceutical corporations and the insurance industry. He has also accepted thousands of dollars from corporate PACs, like Amazon and Walmart, as well as from the real estate and fossil fuel industries. Hawkins’s campaign has not committed to refusing donations from corporate PACs, fossil fuel interests, police unions, or the real estate industry. He is also funded by WinRed, a Republican PAC backed by Donald Trump that came under fire in 2021 for misleading donors by marking their one-time donations as recurring.

Rep. Raul Ruiz, an emergency physician, is from Coachella, CA, and now lives in La Quinta, CA. According to campaign materials, Rep. Ruiz is running for reelection to disrupt partisan politics, get results for local communities, and put people first. Rep. Ruiz won his 2020 reelection against a Republican challenger by 21 points. In his first (and closest) reelection campaign, in 2014, Rep. Ruiz defeated a Republican challenger by 8 points.
Rep. Ruiz’s priorities for CD-25 this year have included expanding paid-leave options for family care; improving health care in tribal communities; increasing diversity in the armed forces, in higher education, and in the scientific field; and protecting seniors from fraud. He has sponsored 43 bills about health care, immigration, veteran care, gun control, and public health this year, of which two have successfully passed the House. He currently sits on the House committees on Veterans Affairs (ranks 16th) and Energy and Commerce (ranks 17th). This year, Rep. Ruiz has voted 100% of the time with Nancy Pelosi and 94% of the time with Alexandria Ocasio-Cortez. Rep. Ruiz differed from Rep. Ocasio-Cortez when he voted in favor of additional defense funding, in favor of the USMCA Agreement, and in favor of initial COVID-19 relief funding, which Rep. Ocasio-Cortez said benefitted corporate interests over individuals.
Prior to his election to Congress, Rep. Ruiz served as an ER doctor, helped to found the Coachella Valley Healthcare Initiative, and worked as an assistant dean of the UC Riverside School of Medicine. He is a longtime supporter of improving public health, in particular the public-health concerns that plague his district, such as exposed burn pits, contaminated drinking water, drought, and shrinking lakes, like the Salton Sea. He has also worked to simplify and extend access to Medicare and Medicaid, and to improve health care and digital infrastructure in tribal communities.
