The District
California’s 21st Congressional District includes parts of Fresno and Tulare Counties. Republicans typically hold this district, although it was briefly held by Democrats in 2018 when TJ Cox won and flipped it for a single term. Of the registered voters in this district, 26% are Republican and 44% are Democrat, and the district’s demographic breakdown is 53% Latino, 10% Asian, and 6% Black. This district is considered to be one of the strong Latino seats in the California congressional delegation. After the 2021 redistricting process, CD-21 is 2% less Democratic than it was during the 2020 general election cycle. The most recent election results show that CD-21 voted for Joe Biden for president in 2020 by 20 points and Gavin Newsom for governor in 2018 by 13 points.
The Race
There are four candidates running for this seat, including incumbent Democratic Representative Jim Costa, Democrat Eric Garcia, and Republican Matt Stoll. Rep. Costa’s campaign has raised $1.3 million and has received donations from real estate, fossil fuel, and corporate PAC interests. Garcia’s campaign has raised $207,000 and is entirely funded by individual donors. Stoll’s campaign has raised $330,000 and has not received donations from police, real estate, fossil fuel, or corporate PAC interests.

Rep. Jim Costa, a career public official, is a lifelong resident of the San Joaquin Valley. According to campaign materials, he is running for reelection to continue his efforts to bring strength to the district through legislative action on immigration, pollution, and health-care access. He most recently won reelection to the CD-16 seat in 2020 over Republican Kevin Cookingham by an 18-point margin.
Rep. Costa has been involved in public service since 1978 and has served eight terms in the State Assembly, four terms in the State Senate, and nine terms in Congress. His priorities for CD-16 this year have included 18 bills about crime, law enforcement, and water resources. Of these, all remain in committee. He currently serves on three committees: Agriculture, Natural Resources, and Foreign Affairs. Rep. Costa is a member of the Blue Dog Democrats, a centrist and fiscally conservative coalition. Although he has been a strong proponent of water conservation and securing agricultural resources, he has also authored legislation designed to reduce accountability for fossil fuel and oil companies. Rep. Costa has received donations from big oil companies and a variety of other problematic donors, including PG&E Corporation, National Association of Realtors, Koch Industries, Halliburton Company, and Berkshire Hathaway Energy PAC.
Eric Garcia, a Marine veteran, is from the Central Valley. He is running for election to use his commitment to service to move legislation forward for the district. He ran in the April 2022 special election for the CD-22 seat, but lost after earning only 14% of the vote.
Inspired to join military service by the September 11th attacks, Garcia enlisted with the Marine Corp at 17 and remained in the service until 2012. He was deployed to Iraq twice with the elite Signals Intelligence Unit. After returning home, Garcia experienced the challenges of reentry and struggled to navigate the complexities of the VA health-care system. Ultimately, he resorted to legal action, where he was successful in accessing his full benefits as a military veteran. He was able to complete his bachelor’s and master’s degrees in marriage and family counseling. Garcia’s experience in defending his country and navigating inefficient government systems has shaped his policy views, and his platform supports health care for all, providing economic aid for pandemic recovery, offering free community college and early childhood education funding, and working to end mass incarceration. In direct contrast to Rep. Costa, he is a supporter of the Green New Deal, and favors working to eliminate fossil fuels and transitioning to renewable energy.
