    The Position

    Congressmembers represent and advocate for the needs of their district constituents at the United States Capitol. They are responsible for creating, debating, and voting on legislation that addresses issues within their district.

    The United States is divided into 435 congressional districts, each with a population of about 710,000 individuals. Each district elects a representative to the House of Representatives for a two-year term. California has 53 congressional representatives, the largest delegation in the country. There is no term limit for this position.





    The District

    California’s 4th Congressional District includes parts of Sonoma, Yolo, Napa, Solano, and Lake Counties. Republicans typically hold this district. Of the registered voters in this district, 18% are Republican and 55% are Democrat, and the district’s demographic breakdown is 20% Latino, 8% Asian, and 3% Black. After the 2021 redistricting process, CD-04 is 9% more Republican than it was during the 2020 general election cycle. The most recent election results show that CD-04 voted for Biden for president in 2020 by 47 points and Newsom for governor in 2018 by 29 points.





    The Race

    There are six candidates running for this seat, including Democrat Incumbent Representative Thompson, Democrat Andrew Engdahl, and Republican Matt Brock. Thompson’s campaign has raised over $800,000 and is not funded by police but is funded by corporate PAC, real estate, and fossil fuel money. Brock’s campaign has raised insignificant funds, and his platform includes messaging that broadly opposes green solutions to energy and includes anti-immigrant sentiment.





    The Recommendation

    Rep. Thompson, the first Vietnam veteran elected to the California State Senate, is from St. Helena, California. According to campaign materials, Rep. Thompson is running for reelection to protect Social Security and Medicare, create jobs, and help all Americans get health insurance. Rep. Thompson won his 2020 reelection against a Republican challenger by 52 points.

    Rep. Thompson’s priorities for CD-04 this year have included 28 bills about immigration, criminal justice, and gender equity, all of which have successfully passed the House. One has passed the Senate and been signed into law. He is a member of the House Committee on Ways and Means and chairs the Select Revenue Measures Subcommittee. This year, Rep. Thompson has voted 100% of the time with Nancy Pelosi and 93% of the time with Alexandria Ocasio-Cortez. Rep. Thompson voted for minting a coin to commemorate the opening of the National Law Enforcement Museum, while Rep. Ocasio-Cortez voted against it.

    Prior to his election to Congress, Rep. Thompson served as an aide to then State Assemblymember Jackie Speier. He went on to win election to the California State Senate in 1990. He is a longtime supporter of gun safety, veterans’ rights, and has a moderate approach to fiscal spending.

    Rep. Thompson isn’t a member of the Congressional Progressive Caucus, but has the endorsement of many leaders and groups in the district and statewide. He is also endorsed by the Sonoma County Deputy Sheriffs’ Association. Based on our analysis, Rep. Thompson’s track record and policy positions demonstrate that he will continue to be a champion for the constituents of CD-04 and will govern effectively in the best interest of this diverse district.
