Each district elects a representative to the House of Representatives for a two-year term. California has 53 congressional representatives, the largest delegation in the country. There is no term limit for this position.
The District
California’s 39th Congressional District includes parts of Riverside County. Democrats typically hold this district. Of the registered voters in this district, 47% are Democrat and 24% are Republican, and the demographic breakdown is 51% Latino, 6% Asian, and 11% Black. The ost recent election results show CD-39 voted for Biden for president in 2020 by 26 points and Newsom for governor in 2018 by 20 points.
The Race
There are eight candidates running for this seat, including Democrat Incumbent Representative Takano and seven Republican or No Party Preference candidates. Takano’s campaign has raised over $900,000 and is not funded by fossil fuel, police, or real estate money. He has, however, accepted donations from corporate interests.
The Recommendation
Rep. Takano, a classroom teacher of 20 years, was born and raised in Riverside. He was the first openly gay person of color elected to Congress in 2012. According to campaign materials, Rep. Takano is running for reelection to create good-paying jobs, protect Medicare and Social Security, and to keep local families in their homes. Rep. Takano won his 2020 reelection against a Republican challenger by 28 points.
Rep. Takano’s priorities for CA-39 this year have included 24 bills about gender equality, immigration, and labor issues this year, of which thirteen have successfully passed the House. He currently serves as chair of the Veterans’ Affairs Committee. This year, Rep. Takano has voted 100% of the time with Nancy Pelosi and 97% of the time with Alexandria Ocasio-Cortez.
In Congress, Rep. Takano has authored and advanced legislation to limit for-profit colleges’ abusive practices, protect veterans’ benefits, and increase access to vocational training programs. Prior to his election to Congress, Rep. Takano served on the Riverside Community College District’s Board of Trustees, where he increased access to higher education and job-skills training programs for adults seeking new careers. Rep. Takano’s public service in the Riverside community includes positions on the Community Advisory Board of the Children’s Spine Foundation, as well as the mayor of Riverside’s Task Force on the Digital Divide. He also served as chair for the Asian Pacific Islander Caucus of the California Democratic Party.
