The District
California’s 3rd Congressional District includes parts of Plumas, Sierra, Yuba, Nevada, Placer, El Dorado, Alpine, Mono, and Inyo Counties. Republicans typically hold this district. Of the registered voters in this district, 39% are Republican and 32% are Democrat, and the district’s demographic breakdown is 10% Latino, 6% Asian, and 2% Black. After the 2021 redistricting process, CD-03 is 2% more Democratic than it was during the 2020 general election cycle. The most recent election results show that CD-03 voted for Donald Trump for president in 2020 by 9 points and John Cox for governor in 2018 by 19 points. Under newly drawn district maps, District 3 is positioned as an open seat.

There are four candidates running for this seat, including Democrats Kermit Jones and David Peterson, and Republicans State Assemblymember Kevin Kiley and Sacramento Sheriff Scott Jones. Kermit Jones’ campaign has raised $683,150 and is not funded by corporate PACs, the fossil fuel industry, the real estate industry, or police money. Republican Sheriff Scott Jones’s campaign has not committed to any campaign pledges and is funded by the NRA, the Gun Owners of America PAC, and gun manufacturers. He has also accepted thousands of dollars from the PACs of Republican congressional campaigns. As of April 2022, neither Assemblymember Kevin Kiley nor David Peterson have filed any fundraising receipts for the current election cycle.

Kermit Jones, a physician and former Navy flight surgeon, is from Michigan and has lived in Roseville, CA, for five years. According to campaign materials, he is running for election because of the impact of the high cost of health care and prescriptions on voters, and he believes that partisan politicians—especially Republican politicians—do little to support and protect their constituents. Jones has not run for office previously.
Jones is a physician and a veteran who served as a White House fellow in the Obama administration, working to improve the quality of care for veterans under the Secretary of Health and Human Services. Jones’s policy proposals are targeted toward his rural district’s constituents: comprehensive health care, a public option insurance plan, increased funding to send more doctors and nurses to rural areas, expanded broadband internet access and improved highway quality, and federal fire insurance and tax benefits to help constituents outfit their homes against wildfires.
Kermit Jones has the endorsement of many groups and leaders, including Square One Politics and Black interest groups like the Congressional Black Caucus and the Collective PAC. Based on our analysis, Jones’s track record and policy positions demonstrate that he will be a champion for the constituents of CD-03 and will govern effectively in the best interest of this diverse district.
