Each district elects a representative to the House of Representatives for a two-year term. California has 53 congressional representatives, the largest delegation in the country. There is no term limit for this position.
The District
California’s 2nd Congressional District includes Marin, Mendocino, Humboldt, Del Norte, and Trinity Counties as well as parts of Sonoma County. Democrats have held this district since it was flipped from red to blue in 2012. After redistricting in 2013, the district became one of the most Democratic in California. Of the registered voters in this district, 18% are Republican and 55% are Democrat, and the district’s demographic breakdown is 17% Latino, 4% Asian, and 2% Black. After the 2021 redistricting process, CD-02 is 1% less Democratic than it was during the 2020 general election cycle. The most recent election results show that CD-02 voted for Biden for president in 2020 by 50 points and Newsom for governor in 2018 by 44 points.
The Race
There are four candidates running for this seat, including Democrat Incumbent Representative Jared Huffman, Republican Douglas Brower, Republican Chris Coulombe, and Democrat Beth Hampson. Huffman’s campaign has raised more than $380,000 and is not funded by police money, but is funded by corporate PACs, real estate, and fossil fuel money. The other candidates have raised insignificant funds, or have not recorded any fundraising receipts with the FEC.

Huffman is running for reelection to continue to advocate for his district and advance initiatives that preserve the environment and address climate change. Rep. Huffman won his 2020 reelection against a Republican challenger by 52 points.
Rep. Huffman’s priorities for CD-02 this year have included 28 bills about immigration and labor unions, all of which have successfully passed the House. He currently chairs the Natural Resources Subcommittee on Water, Oceans and Wildlife. This year, Rep. Huffman has voted 100% of the time with Nancy Pelosi and 97% of the time with Rep. Alexandria Ocasio-Cortez. Whereas Ocasio-Cortez voted to authorize financial assistance to states for an energy security plan, Huffman voted against it.
Prior to his election to Congress, Rep. Huffman Huffman worked as a senior attorney for the Natural Resources Defense Council (NRDC), where he helped produce an agreement to restore the San Joaquin River. Prior to the NRDC, Huffman was a public-interest attorney who won several major jury verdicts in gender- and race-discrimination trials. He is a longtime supporter of environmental protection and reducing our dependence on fossil fuels.
Rep. Huffman is a member of the Congressional Progressive Caucus, and has the endorsement of some progressive groups in the district. Based on our analysis, Rep. Huffman’s track record and policy positions demonstrate that he will continue to be a progressive champion for the constituents of CD-02 and will govern effectively in the best interest of this diverse district.
