    About the Position

    The United States is divided into 435 congressional districts, each with a population of about 710,000 individuals. Each district elects a representative to the House of Representatives for a two-year term. California has 53 congressional representatives. There is no term limit for this position.

    About the District

    California's 22nd Congressional District includes parts of Tulare and Fresno counties. Republicans typically hold this rural district. Rep. incumbent Devin Nunes has held this office since 2003. In 2016, 52.1 percent of CD-22 voters chose Donald Trump for president. In 2018, 56.8 percent voted for the Republican gubernatorial candidate. In 2018, 56.8 percent voted for the Republican gubernatorial candidate, but Democrat Andrew Janz lost to Nunes by only 5.4% — a reversal of double digit margins of victory for Nunes in previous elections.

    About the Race

    In the primary, Democrat challenger Phil Arballo trailed Republican Incumbent Representative Devin Nunes by a margin of 31.1 percent. Arballo’s campaign is not funded by fossil fuel or police money and pledged to refuse corporate PAC money.  Nunes’ campaign has not committed to any of the pledges and is funded by fossil fuel and corporate PACs. As of August 23, 2020, contributions toward Nunes totaling $227,857 have no disclosure whatsoever and there is incomplete disclosure for $54,123. For Arballo’s campaign, $4,100 in contributions have no disclosure and there is incomplete disclosure for $6,622.

    Rep. Nunes’ political misconduct spans far and wide, from fraudulent claims about being a farmer to appeal to his rural base to his participation in the Ukraine scandal. He currently sits on the House Committee on Ways and Means and the House Permanent Select Committee on Intelligence. This position is increasingly disturbing as more information comes to light regarding his involvement in the Ukraine scandal.

    Additionally, Nunes was investigated in 2018 by the Federal Elections Commission for prohibited entries and for receiving campaign contributions that were in excess of the limits. The year before, Nunes was investigated by the House Committee on Ethics for unauthorized disclosures of classified information.

    Nunes’ political history is a disgrace. He has continuously attacked civil rights, women’s rights, and LGBTQIA+ rights while in office. His most recent betrayal to Californians and to the country was voting No on H.R. 8015, Delivering for America Act, which would maintain prompt and reliable postal services during the COVID-19 health emergency.

    About the Candidate

    Phil Arballo grew up in Fresno and currently lives in Northwest Fresno with his family. According to campaign materials, he is running for election to level the playing field and create more pathways to opportunity.

    Arballo is a Latino Democratic businessman, serves as chair of Fresno’s Bicycle and Pedestrian Advisory Committee, and is active with the Central California Hispanic Chamber of Commerce. He was a first-generation college student and worked several minimum-wage jobs to pay his way through Fresno State University.

    Arballo is endorsed by a strong majority of progressive groups, such as BOLD PAC, Equality California, Planned Parenthood, and CA League of Conservation Voters. The threat of Republican Nunes’ policies greatly outweighs Arballo’s limited experience in government. According to our analysis, Arballo is the strongest choice for equitable and representative leadership in office.
