This election will be held on November 4, 2025. Incumbent Republican Delegate Terry Kilgore faces a challenge from Democratic nominee Josh Outsey in HD-45.

Virginia’s House District 45 spans southwestern Virginia’s coalfields region, covering all of Wise County, Scott, and Lee counties, the independent city of Norton, and part of Dickenson County. In the 2024 election it remained a strong Republican district by comfortable double‐digit margins.

Joshua C. “Josh” Outsey is an actor, singer, and community organizer running as the Democratic nominee for House District 45 in Virginia’s November 2025 election. A native of Far Southwest Virginia, he brings local insight and a passion for equitable representation. Outsey is committed to amplifying the voices of overlooked Appalachian communities, despite facing formidable odds against a long-standing incumbent.
