This election will be held on November 4, 2025. Incumbent Democratic Delegate Marty Martinez faces a challenge from Republican Scott Thomas in HD-29.

Virginia’s House District 29 lies wholly within Loudoun County, encompassing the town of Leesburg and surrounding suburban and exurban communities. In the 2024 election Democratic nominees carried both the US presidential and senatorial contests decisively in the district.

Incumbent Democratic Delegate Marty Martinez was first elected to the House of Delegates in 2023. He previously served on the Leesburg Town Council. After high school, he enlisted in the United States Air Force. Through the GI Bill, Delegate Martinez earned B.S. degrees in Economics and Computer Science from Portland State University in Oregon. He worked as a government contractor supporting the Federal Aviation Administration. He is heavily involved in the Loudoun community. He and his wife have five children, nine grandchildren, and three great-grandchildren.

Delegate Martinez co-patroned HJ 1, to protect reproductive freedom. He co-patroned HJ 2, to automatically restore voting rights to people upon release from incarceration. He also co-patroned HJ 9, to repeal the Commonwealth’s defunct same-sex marriage ban and guarantee marriage equality for LGBTQ+ Virginians.

Delegate Martinez is a champion for reproductive freedom and pledges to safeguard abortion access and reproductive healthcare.

He has promised to expand affordable housing opportunities, address homelessness, and ensure every Virginian has a safe, stable place to call home.

He advocates for accessible, comprehensive healthcare that reduces disparities and strengthens mental health services. He voted to establish the right to access and use FDA-approved birth control and require state health insurance plans to cover all FDA-approved birth control. He also patroned legislation that would expand health insurance coverage for non-opioid prescription drugs.

Delegate Martinez is committed to robust public education funding from early childhood through higher education, supporting teachers, and making college more affordable. He has commissioned studies on student mental health and provided confidential resource advisors to college students.

The Opposition

Republican Army veteran Scott Thomas claims to support greater equity in education, voter protection, and small businesses, but he has not provided detailed policy proposals on those topics. He also describes himself as “pro-life,” a euphemism for opposing reproductive rights.

Based on his years of service as a local elected official and his pledges to support causes of equity in the General Assembly, Incumbent Democratic Delegate Marty Martinez is the progressive candidate in this race.
