Incumbent Democratic Delegate David Reid is a small business owner and Navy Reserve veteran who has served in the House of Delegates since 2018. He was born in Rockbridge County into a poor family. Del. Reid and his siblings were placed into foster care at a young age. Del. Reid attended Northeastern State University and served as a Naval intelligence officer for 23 years. He founded and still runs Rockbridge Consulting. He has two college-aged daughters and lives with his wife in Ashburn.

Since his election, Delegate Reid has advocated for policies to preserve and protect Virginia’s environment and natural resources. Virginia’s new 31st State Senate district encompasses parts of Loudoun County and parts of Fauquier County. With over 164,000 registered voters, this is a competitive district that does not lean one way or another.

This election will be held on November 7, 2023. Democratic candidate Russett Perry and Republican candidate Juan Pablo Segura are facing each other in the general election for Virginia’s new 31st State Senate district.

Democratic candidate Russet Perry was raised by her mother and father, a public school teacher. Perry is a Georgetown University Law Center graduate. While there, she worked in the Georgetown Law Domestic Violence Clinic. She was a prosecutor in the Loudoun County Commonwealth’s Attorney’s office and a CIA officer. During her time in the Loudoun County Commonwealth’s Attorney’s office, she served on the Mental Health and Drug Court Dockets. She lives in Round Hill with her husband and children.

Russet Perry is a strong advocate for women's rights and believes in equal treatment for women in all aspects of their lives. Perry believes in protecting a person’s right to make decisions about her own reproductive health care and will fight to ensure that Virginia does not ban abortion. She also believes in equal pay for equal work and closing the gender pay gap. Perry believes that no one should have trouble accessing contraception and that the government should provide viable alternatives and support for people facing unwanted pregnancies.

During her ten years as a prosecutor, Perry helped establish a mental health docket and revitalized the drug court docket in Loudoun County. She believes in a fair criminal justice system that treats everyone equally, regardless of their background. Perry supports evidence-based solutions to reduce recidivism and ensure that individuals who have paid their debt to society have the resources needed to become fully engaged members of society. She is committed to investments in the criminal justice system that produce the best and safest outcomes for all parties.

Senate District 032

Delegate Suhas Subramanyam has represented the 87th District since 2020. He has set his sights on the State Senate District 32 for 2023. He was the first Indian and Hindu American elected to Virginia’s House of Delegates. Delegate Subramanyam obtained his bachelor’s degree from Tulane University, as well as a law degree from Northwestern University School of Law. Subramanyam has worked in both the public and private sectors, including serving as a technology policy advisor to President Obama. Subramanyam and his wife currently reside in Ashburn with their daughter.
