Ballot Issue 7A seeks to approve an Early Childhood Service District in order to reduce the cost of child care and increase financial support for early education staff and facilities. Within the area of concern, only 44% of kids younger than five have access to a licensed childcare facility. Additionally, parents are often paying nearly $17,000 per year for one child’s tuition, making it some family's biggest financial burden. 7A will facilitate tuition credits for families and grants for childcare programs and educators. 7A will function as a .25% sales and use tax in Garfield, Pitkin, and SW Eagle Counties starting in 2026.
Due to the regional nature of the issue, 7A is a cross county measure that proposes to create a service district, similar to a fire or transportation district. This will allow funding to flow to communities most in need without getting tied up in county lines.
The measure was developed by parents, educators, advocates, and bi-partisan leaders to better serve families from Parachute to Aspen.
