The county board of supervisors provides financial oversight to the district attorney’s office, but holds no operational power over their work. San Joaquin’s district attorney oversees an office of 300 staff, including deputy district attorneys, and the prosecution of criminal offenses across the county and unincorporated areas. San Joaquin County has a demographic breakdown of 42% Latino, 17% Asian, and 8% Black.
The Race
There are two candidates running for this seat, including incumbent Tori Verber Salazar and Ron Freitas. District Attorney Verber Salazar’s campaign has raised $97,000 and has not received donations from real estate, fossil fuel, corporate PAC, or police interests. Freitas’s campaign has raised $175,000 and has received donations from police and real estate interests.

During her time in office, she has focused on creating channels for trauma-informed services, diversion programs, and restorative justice in the community, and has pursued corrupt public officials through the creation of the Political Integrity Unit. In 2020, District Attorney Verber Salazar publicly left the state’s District Attorneys Association because she felt that the organization had failed to make progress on criminal-justice reforms that voters have favored in the state, including ballot initiatives to legalize marijuana, defelonize drug possession, and reduce the practice of trying minors as adults. District Attorney Verber Salazar is a member of California’s Prosecutors Alliance, an organization committed to reforming the state’s criminal-justice system.
