    The Position

    State assemblymembers represent and advocate for the needs of their district constituents at the California State Capitol. They are responsible for creating, debating, and voting on legislation that addresses issues within their district.

    The California State Assembly has 80 districts. Each represents a population of at least 465,000 Californians. Representatives are elected to the Assembly for a two-year term. Every two years, all 80 seats are subject to election. Members elected before 2012 are restricted to three two-year terms (six years) in the Assembly. Those elected in or after 2012 are allowed to serve 12 years total across both the state Senate or the Assembly. This term, Democrats currently hold a two-thirds supermajority of 56 seats in the California State Assembly, while Republicans hold 19 seats. One seat is held by an Independent and four seats are currently vacant.

     

    The District

    California’s 27th Assembly District includes parts of Merced, Fresno, and Madera Counties. Democrats typically hold this district. Of the registered voters in this district, 28% are Republican and 44% are Democrat, and the district’s demographic breakdown is 51% Latino, 7% Asian, and 5% Black. After the 2021 redistricting process, AD-27 retains roughly the same proportion of registered voters by party. The most recent election results show that AD-27 voted for Biden for president in 2020 by 13 points and Newsom for governor in 2018 by 6 points.

     

    The Race

    There are four candidates running for this seat, including Democrats Esmeralda Soria and Mike Karbassi, as well as Republican opponents Mark Nicholas Pazin and Amanda Fleming. 

     

    The Recommendation

    Soria, a former lawyer, community advocate, and Fresno City Councilmember, is a lifelong resident of the Central Valley. According to campaign materials, she is running for election to fight for the district’s schools, neighborhoods, and disadvantaged communities to ensure that everyone has access to a quality education, health care, and housing. Soria has run for office previously, losing her 2020 congressional race against Democratic incumbent Jim Costa in the primaries with 21 percent of the vote. 

    Soria is an adjunct professor at Fresno City College; she teaches to empower and inspire young people. At the college, Soria saw the development of a youth commission to discuss issues that are relevant to young people and to pass those messages on to the Fresno City Council. As a councilmember, she has led efforts to revitalize Fresno, helping to create thousands of jobs, affordable housing, and homeless shelters. Soria has also created a scholarship fund for Dreamers, helped deliver millions in emergency funding for safe drinking water, and secured funding for new health clinics, local schools, parks, and public safety. Soria serves as president of the California League of Cities Latino Caucus.
